A billion meals, endowed from Dubai
Construction is under way in Marghum on the largest industrial endowment of its kind in the world. What it will produce, the partnership carrying it, and why its structure is the remarkable part.
Construction has begun in Marghum, Dubai, on the Billion Meal Dates Factory, an initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It is the largest endowment project of its kind anywhere in the world. On completion in 2027, it will produce and package dates for humanitarian purposes at a capacity of 150 million food units each year.
The scale of the undertaking is evident. Its structure deserves equal attention, because that is where its true distinction lies.
What an industrial endowment is
A waqf is an asset placed permanently beyond sale. Once endowed it cannot be sold, inherited or reassigned. It is held in perpetuity, and the benefit it generates is directed to a stated purpose for as long as the asset endures. The instrument is an old one, and across the centuries it has carried mosques, wells, libraries and hospitals through generations that never met the people who founded them.
What distinguishes this project is the nature of what has been endowed. Not a building that yields rent, nor a fund that yields return, but a factory that yields food. One hundred per cent of its productive capacity is dedicated to humanitarian work.
The distance between that and a donation is the distance between a sum and a source. A gift is given once and spent once. An endowment of this kind produces again the following year, and the year after that, and continues to do so long after the occasion of its founding has passed into record. It converts charitable intent into productive capacity, and productive capacity into permanence.

What it will produce
The factory will manufacture 150 million units annually of dates fortified with vitamins and essential minerals, formulated to address malnutrition rather than hunger alone. The distinction matters in relief work. Calories delivered and nutrition delivered are not the same achievement, and the second is considerably harder to accomplish at scale.
Dates are well suited to the task. They keep without refrigeration, carry dense energy in small volume, require no preparation and no cooking, and are familiar across many of the regions where relief is most urgently needed. Fortifying them turns a food that already travels well into a complete meal that does.
Rooted in Emirati soil
The factory will rely entirely on locally grown dates as its raw material. That decision opens a sustained market for national farmers and creates an incentive to invest in expanding the country's green cover.
In doing so it changes the standing of the palm itself. Long a symbol of heritage and a matter of domestic food security, it becomes a productive resource with international reach, feeding humanitarian supply chains that begin on Emirati land.
A partnership of distinct roles
The project brings together three contributions, each doing what the others could not.
The vision and the umbrella belong to the Mohammed bin Rashid Al Maktoum Global Initiatives. The construction cost of AED 200 million has been committed by the businessman Mirwais Azizi, chairman of Azizi Developments, who described the commitment as a message of solidarity with international efforts to eliminate hunger, and the factory as an expression of strategic partnership in the face of global food security challenges. The operational expertise is carried by Tamour Al Baraka.
The arrangement is a model of complementary roles: institutional vision, private capital, and the practical knowledge required to run a plant well.
Under a wider umbrella
The Mohammed bin Rashid Al Maktoum Global Initiatives was established in 2015 to bring together the initiatives and institutions founded under His Highness's patronage over more than two decades. More than thirty of them now sit beneath it, working across five areas: humanitarian and relief aid, healthcare and combating disease, spreading education and knowledge, innovating the future and leadership, and empowering communities.
We are a property firm, and buildings are what we notice. This one is worth noticing for what will leave it rather than what will fill it.
